Toby's Eevee is still an Eevee. Down at the pond, Priya's Eevee became a Vaporeon. By the oak tree, another became a Jolteon. By the campfire, another became a Flareon. Toby's Eevee just sits in the grass - soft and brown and small - until a frightened little Pidgey needs exactly the kind of friend that Eevee already is.
